In a recent update, the Welsh Government has announced the activation of new provisions under the Elections and Elected Bodies (Wales) Act 2024. The second commencement order, officially titled "The Elections and Elected Bodies (Wales) Act 2024 (Commencement No. 2) Order 2025," was made by Welsh Ministers on 11 July 2025.

Key Provisions Coming into Effect:

  • Section 24: Reports by the Electoral Commission
This section mandates the Electoral Commission to submit detailed reports, enhancing transparency and accountability in electoral processes.

  • Section 64: Undue Influence
This provision addresses and aims to curb any inappropriate influence or pressure exerted on voters, ensuring fair electoral practices.

Both sections are set to come into force on 18 July 2025, marking a significant step towards strengthening electoral integrity and public confidence in the democratic process in Wales.

Previous Implementations:

Prior to this order, several other sections of the 2024 Act have already been enacted, including key provisions that came into effect on 1 January 2025 and 1 April 2025. These earlier implementations have laid the groundwork for improving the electoral system and supporting the effective functioning of public bodies in Wales.

Official Statement:

Jayne Bryant, the Cabinet Secretary for Housing and Local Government, highlighted the importance of these provisions in ensuring robust electoral frameworks. By bringing these sections into force, the Welsh Government continues its commitment to enhancing democratic processes and safeguarding voter rights across Wales.
