The UK government has rolled out an amendment to its Haiti (Sanctions) Regulations 2022, aligning domestic law with updated United Nations (UN) directives. This move, crafted by the Foreign, Commonwealth and Development Office, is part of the nation's ongoing commitment to international obligations and efforts to restore stability in Haiti.

What's New?

The updated legislation, introduced as the Haiti (Sanctions) (Amendment) Regulations 2025, expands the scope of existing sanctions following the adoption of UN Security Council Resolution (UNSCR) 2752 in 2024. This resolution enhances measures initially set out in UNSCR 2653 (2022) by broadening the arms embargo to cover all types of arms and related military materials. It also includes restrictions on technical assistance, training, and financial support linked to military activities.

Geographical Reach

The revised sanctions apply across the entire United Kingdom, affecting UK nationals both domestically and abroad, as well as any activities in the UK's territorial waters.

Why These Changes?

Haiti continues to grapple with severe challenges, including insecurity from armed gangs, human trafficking, and economic instability. The UK’s legislative update aims to reinforce UN measures designed to combat these issues by targeting individuals and entities destabilizing the region, particularly those involved in illegal exploitation or trade of natural resources.

Impact Assessment

The government anticipates minimal impact on the private, voluntary, or public sectors within the UK, viewing this amendment as an update to pre-existing legislation. As such, no extensive impact assessment or public consultation was deemed necessary.

Ongoing Monitoring

The UK remains committed to adjusting its stance should the UN decide to alter or lift the sanctions regime on Haiti. Until then, the government will continue to engage with relevant stakeholders to ensure effective implementation of these international sanctions.

By aligning with UNSCR 2752, the UK reinforces its dedication to supporting international peace and security efforts in Haiti, while complying with global diplomatic standards.
