Scottish Government Expands Free School Meals for More Pupils
In a significant move to support families across Scotland, the Scottish Government is set to expand the provision of free school meals to more pupils. This comes through the newly proposed Social Security Information-sharing (Scotland) Amendment Regulations 2025, designed to facilitate data sharing between Social Security Scotland and local authorities.
What's Changing?
The new regulations will allow Social Security Scotland to share information with Scottish local authorities about families receiving the Scottish Child Payment. This data will help identify children in Primary 6 and 7 whose parents or carers qualify for the payment, making them eligible for free school meals. Previously, free school meals were universally available only up to Primary 5.
Why Is This Important?
The expansion aims to provide additional support to families by reducing the financial burden of school meals. It is part of a broader government strategy to increase the eligibility for free school meals, especially targeting those in receipt of Scottish Child Payment. This payment is available to families with children under 16 who are already receiving certain benefits.
Looking Ahead:
The initiative doesn't stop at Primary 7. The government plans a "Test of Change" in eight local authority areas, extending the provision of free school meals to Secondary pupils 1 to 3. This pilot program will commence in August 2025 for one year and could pave the way for further expansions if successful.
Privacy and Data Protection:
The regulations ensure that only necessary information will be shared, including the child's name and date of birth, and the parent's or carer's contact details and National Insurance number. Stringent data protection measures are in place to safeguard privacy, and the information will strictly be used to assess eligibility for free school meals.
Impact and Consultation:
The move has been positively received, with impact assessments indicating that it will advance equality of opportunity and support children's rights and wellbeing. The Scottish Government has consulted with key stakeholders, including the Information Commissioner’s Office, to ensure compliance with data protection laws.
Financial Considerations:
The expansion is budgeted for in the 2025-26 financial year, with costs for establishing the necessary data sharing infrastructure covered by existing resources.
This policy represents a significant step towards reducing child poverty and supporting educational attainment by ensuring that more children have access to nutritious meals during the school day.
